United States Chimaera Directorate: New Name/Logo

Description

I have decided that the American Association of Chimaeras and its logo was not professional enough to be a governmental agency, so I gave it a new name and revamped logo, as well as a backstory that sets up the world of chimaeras:

    During World War II, some of the top scientists of the Nazi Party were assigned with testing the effects of genetic manipulation and recombination on humans. Early results were often horrific creatures that were some degree human and some 
degree animal, most of which died very quickly. These monstrosities were named "Scheusale", a German word meaning "monsters" or "repulsive people". Most of these experiments were done on the prisoners of extermination and POW camps held by Nazi Germany, with most experimentation being done on the handicapped (both mentally and physically) and POWs. Over the years, the scientists refined the process and created Scheusale that survived and sometimes even managed conversation and physical action.
    When the Allies began to run through Europe and liberate camps, the Scheusale were found and documented by Allied forces, often alongside other human experiments done by scientists, but information about both Scheusale and human experiment was not immediately released to the public due to the extreme and unethical nature of the situation. It was eventually decided at a meeting of Allied leaders in Toledo, Ohio that while information regarding human experimentation should be released, the Scheusale should not for varying reasons. Instead, the Allied forces, especially the United States, the United Kingdom (along with places like Canada, Australia, New Zealand, and South Africa), the Soviet Union, France, Belgium, the Baltic states, the Netherlands, Czechoslovakia, the countries of Scandinavia, and others agreed to form an organization within their government within 5 years after the war that would accommodate the Scheusale, help in their introduction into society, and serve as a force to stop further creation of Scheusale. China was given an exception at the time due to the current state of civil war between the Nationals and Communists. Additionally, it was also decided, as suggested by King George II of Greece, to give a different moniker to the Scheusale: chimaeras, as named after the lion-goat-snake hybrid of Graeco-Roman mythology. 
    After the war, the United States was one of the first to create said organization: the United States Chimaera Directorate, or USCD for short. It was originally assigned as a subdivision of the Department of Defense due to its role internationally, but was moved to the Department of Homeland Security when it was created in 2002. Since its inception in 1948, the USCD has followed nearly the same goals: accommodation and registration of chimaeras, the integration of chimaeras, and the prevention of further chimaera creation both domestically and abroad. All abroad operations are in conjunction with other countries of the world and their own organizations, such as the Royal Society of Chimaeras in the UK, Deutsch Vereinigung von Chimären (the German Association of Chimaeras), and Nihon no kimera shūdan (the Chimaera Collective of Japan). The original founding group of the USCD was numbered at just below 500 humans and chimaeras; the current number is around 15,000.
    The main opponent of the USCD is the Penumbra Society, a group of chimaeras who were dissatisfied with the slow progress of the USCD and with an ultimate goal of the isolation of chimaeras from society to avoid further persecution, often using attacks and threats to reach their goal.
    Above I have provided the seal for the United States Chimaera Directorate along with the background color for the flag. This was one of the trickiest logos/seals I've made due to it having to follow the pattern set by other governmental agencies (e.g., this was inspired by the Department of Homeland Security's seal). However, I am very proud of this and how it looks, as well as the story that comes along with it. The story itself, of course, needs tweaking, but that's for another day.
